It looks like it's more the metaphoric, rather than physical, meaning of transparent, so not quite a fancier synonym. From Latin transpicere, to see through, from trans-, through + specere, to look at.

This seems like the sort of word that if you use it, people think you're making a language mistake.

"You're so transpicuous in your motives," you say, and the other person arches an eyebrow and says, "Do you mean 'transparent'?

But I like it. Plus, with -picuous at the end, it's like you're not only easily understood, but conspicuously so.
