A Soviet-era terms, from when factories would have quotas to make but no raw materials, leaving workers to sit around until shortly before the deadline, after which there was a frantic burst of work using whatever was at hand and produce X number of very shoddy whatnots. At least, according to the story. Shturm is a storm or also an assault, shturmovat the noun form, and the rest a derogatory suffix. This of course has no bearing whatsoever on my deadline today, having consistently and conscientiously worked on it for a month, indeed I did.
