Not a common term today, having been supplanted by harbormaster. He is responsible not just for the maintenance of the docks, but for receiving and shipping merchandise to or from it. The earlier (pre-1550) form was wharfager (as in wharfage + er), but much like messanger and harbinger, an -n- snuck in to make it more pronounceable.
