Can be the now old-fashioned rubber-bulb-plus-stethoscope model like the above or a more modern digital thing. No significance for running this beyond a) that funky sph- at the start and b) hello redonkulously long word. Coined from Greek sphygmo(s), pulse + manometer, pressure meter, itself coined (in French) from Greek roots manós, thin/rare/sparse + métron, measure.
