plenary - adj., full, entire, complete in all respects.


So a plenary session is attended by all members. From Middle English plenar, from Medieval Latin plenarius, entire, complete, from Latin plenus, full, from the same PIE root as plethora only native to Latin instead of taken over from earlier Greek. Which is not a plenary explanation but, well, I'm just a poet, not an etymologist.
