dissert - v. to discourse on a subject.

Much better known in its noun form, dissertation. Which should tell you how to pronounce it. From Latin dissertāre, to set forth at length, the frequentive form of disserere, to discuss, being composed of dis-, away from, apart + serere, to connect, join. There's a leap of imagery in there I'm not getting.
