Slightly less common than its synonym omnificent, but much better sounding and apparently predating. As you might guess from the form, coined on the model of omnipotent, from omni-, all + facere, to make -- by, apparently, Milton in Paradise Lost book VII: "Silence, ye troubl'd waves, and thou Deep, peace, / Said then th' Omnific Word".
