The story behind this one was current in the early 16th century, about a monk who in the service of the Eucharist said "quod in ōre mumpsimus" ("which we have mumped into the mouth") instead of "quod in ōre sumpsimus" ("which we have taken into the mouth"), and when corrected refused to accept this "new" form of the service. So it can refer to the error itself or to the person committing it. Applications to current political discourse (for several centuries of meaning of "current") is left as an exercise.
