Coined by Victor Neuburg, and had a certain popularity in the 1950s (especially in the UK) used generally in a humorous manner, but mostly forgotten now except in lists of odd words. Created from Greek ostro, rich + English bog, the schoolboy slang sense of a toilet, giving a sense of dirty + Latin -ulus, adjectival ending meaning full of -- so "full of rich dirt".
