jabot (zha-BOH, ZHAB-oh, JAB-oh) - n., a cascading ornamental frill down the front of a blouse or shirt.

Depending on the time period, can be attached down the center of the front or to the collar or neckband. Originally men's fashion for western Europe in the 178th century, now used mainly by judicial types, especially (in the States) female judges. So when you see a cascade of white frills instead of a necktie, that's a jabot. From French, where it means a bird's crop, from the Provençal version of Old French gave, throat, from Swiss dialects of Latin gava, from Proto-Romance base *gaba, maw/throat.
