A southeast English dialect word: in this form, it's attested in East Anglia, while it's swallocky in Sussex. In origin, it's an intensified version of swelking, sultry (and also sometimes sulky), apparently from Old English sweltan, to perish by heat, also ancestor of swelter. If the clouds are said to look swullocking, then it looks like there's a thunderstorm on its way.
