scrutable (SKROO-tuh-buhl) - adj., capable of being understood, comprehensible.

With a strong connotation, which some dictionaries even make a denotation, that it takes careful study or investigation to understand -- so not instantly apprehendable. Not as common as its negative, inscrutable. Adopted in the 1590s from Latin scrūtābilis, searchable (though backformation from inscrutable is also possible, as that arrived first), from scrūtārī, to inspect closely, also the ancestor of scrutiny.
