When that tropical storm turns into a category 4 hurricane overnight. Used most commonly now of tropical cyclones, but originally coined by Cris Paravicini in a February 2000 article in Wyoming Cowgirl for the snowstorm, and most early citations are in that sense. Oh, and coined from bomb + genesis, lit. birth of a bomb.
