Can also, in some dialects, also have a connotation of a drunkard. A word that's not at all complimentary that's wonderful to say. The slubber- part is an alteration of slobber, but the rest is obscure -- suggestions include mock-French; Old French goalon, a sloven; British dialectal gullion, wretch; and cullion, archaic word for testicle (related to Sp. cajones and Fr. couillon), which in sixteenth century was a term of contempt for a man.
