Its fins are adapted to walking on the bottom of the ocean. It is closely related to the rosy-lipped batfish of the Caribbean, as well as the other batfishes. And, yeah, it has red lips:

Frankly, I am disappointed that batfish are adapted to walk instead of having big batlike wings. Yes, they have wide body flaps that look vaguely winglike, but still.
