A much older meaning is fear or disdain of laws, but it's pretty much obsolete. Do you get anxious/stressed when your battery runs low with no access to charging? Depending on how severe it gets, that's one expression of this. First attested from 2008, coined in the UK as a shortening of "no-mobile-phobia."
