obstreperous (uhb-STREP-er-uhs) - adj., making a loud and tumultuous noise, boisterous; stubbornly resistant to control, unruly.

Or sometimes both, as in a pack of children who won't quiet down. Taken around 1600 from Latin obstreperus, clamourous, from ob-, against/towards, + strepere, to make a noise, so essentially encompassing both English senses.
